How software organizations should build, migrate, and evolve systems when execution is abundant and verification is scarce.
Abstract
The unit of software work is changing from the authored change to the verified outcome. When capable execution — human or machine — is abundant, the scarce resources in a software organization are no longer typing speed or headcount; they are specification quality, verification capacity, and governance. This paper is an operating philosophy, not a playbook: it argues from first principles and named failure modes rather than from field data, and it deliberately names no tools, because tools turn over faster than principles.
Its four commitments: work is decomposed into bounded tasks that carry an explicit, checkable expected outcome; execution is performed by a heterogeneous, interchangeable pool of agents and compute, routed by policy; all execution runs inside a harness of guardrails, fences, and procedures that make autonomy safe; and humans move up the stack — from producing changes to authoring intent, adjudicating results, and setting policy.
The paper defines the trust this system exists to produce, applies the model to legacy estates as well as greenfield work, and closes with its failure modes and honest boundaries.
